Unemployment Benefits for the Self Employed or Small Business Owner

 Unemployment tax is paid to the State and the State Pays out Unemployment benefits.

Recently the Federal Government stepped in and covered the unemployed with 20 week extensions that had not been paid by the State.

My Question is why is there no Federal provision for the Self employed who have not paid unemployment tax when they are unemployed. Because it seems to me that as a federal tax paying citizen that they should receive the same benefits as anyone else that is unemployed.
